This is reflected in documents obtained by Solariss LLC as part of supporting documentation for Construction Conditions / Permit. Based on the information provided by the Department of Urban Planning and Environmental Protection, Municipality of Peja, and in accordance with the Municipal Zoning Map of Peja 2023–2031, within the areas designated as concentrated agriculture, the Zoning Map permits special use, namely, the production of renewable energy (the installation of solar PV systems utilizing solar resources for electricity generation).

In March 2024, Municipality of Peja approved temporary change of land destination from agricultural land to construction land (for 40-year period) for parcels (Class 5) where Kosuriq Solar Park will be constructed.

The land conversion fee has been paid, as a precondition for Construction Permit.

</details>

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
Technical Design Parameters

The method and assumptions for selecting appropriate land plots for the development of a solar PV plant in Kosuriq were outlined in the previous section. Furthermore, the irradiance and weather data sourced by PVGIS 5.2 using geographical coordinates: Latitude 42°35’3.83″N, Longitude: 20°27’46.07″E have also been defined.

The proposed solar PV system consists of 186,000 monocrystalline PV modules with a Standard Testing Conditions (STC) rating of 580 W each, mounted on fixed-tilt structures configured in a 2P (portrait) layout, with a tilt angle of 25.0° and an azimuth of 0°.

The PV array configuration is arranged in the field with an 8.4 m pitch distance and the value of ground coverage ratio is GCR=49%.

Each string consists of 25 PV modules, connected to a total of 36 central inverters, each with an apparent power rating of 3,000 kVA. The rated power of the PV system is 96.3 MWAC (with the Grid Connection Agreement with KOSTT allowing up to 99 MWAC), while the peak power is 107.9 MWDC, resulting in a DC/AC ratio of 1.12.

The AC system was designed to meet a power factor requirement at the substation output. The required power factor at the substation output is 0.95.

The main components considered for the design of the solar PV plant are:

Photovoltaic modules, which convert the solar radiation into direct current.

The fixed mounting structure, which supports the PV modules.

The string combiner boxes, which consolidate the output of the strings of photovoltaic modules before reaching the inverter.

Central inverters, which convert DC from the solar field to AC.

Power Transformers, which raise the voltage level from low to medium.

Power Stations, which hold the necessary equipment to convert the DC power to AC.

The project implementation will also require the construction of a dedicated building to house the SCADA (Supervisory Control and Data Acquisition) system, which will be used for project command, control, and protection.

In addition to the main components described above, a large-scale PV system also necessitates the installation of cabling within the mounting structures (which must be properly protected, connected, and strain-relieved to prevent damage), underground cabling (which must be buried at an appropriate depth with warning tape or protective covers placed above), perimeter fencing, and security measures.

Furthermore, during the construction phase, one or more temporary construction compounds will be required, including site offices, storage areas for materials and equipment, as well as temporary access roads to ensure access to all parts of the project site. All details have been presented in the Construction Condition and Construction Permit application documentation.

Design methodology

Stage

Description

1

Location

1.1

Site

Sub-zones based on drone survey results, spatial analysis and land class

1.2

Topography

Based on drone survey DSM/DTM, and Google terrain

1.3

Meteorological data

PVGIS 5.2

2

Equipment

2.1

PV modules

186,000 monocrystalline PV modules – TOPCon AE580CMD-144BDS bifacial model – with a Standard Test Conditions (STC) rating of 580 W.

2.2

Inverters

36 central inverters, SMA – Sunny Central 3000-EV

2.3

Structure

Fixed mounted structure, bi-pole, tilt at 25.0°

2.4

Power Station

Rated power: 3,000 kVA, voltage ratio: 0.655/33.0 kV, cooling system: ONAN.

3

Layout

3.1

Power requirements

DC/AC ratio – 1.12

3.2

Distances

Pitch distance 8.4 m; Clearance distance 4.254 m; Distances between structures 0.1 m; Distane fence to structure 3 m; GCR = 49%;

3.3

Layout configuration

Structure alignment – Border Adaptation; Number of structures between roads – 20; Roads – Horizontal Roads

3.4

Power stations

Outside DC field; Dimensions (LxWxH) – (6.058 x 2.438 x 2.896) m

4.

Grid point

Connection type

Based on IEC Standards; MV Level – 33 kV; Interconnection Facility – Substation; Single busbar arrangement; HV Level 110 kV; 2×63 MVA.

SS Transformer Losses

Iron Loss – 0.1 %; Copper Loss – 1 %

Overhead line

SS Peja 3, 25 km OHL and 0.7 km cable.

5

Electrical

Solar field

Axial grouping; Configuration Type – String Box

Cable sizing

Based on IEC Standards; Cable sizing parameters – Ground temperature 25°C, Soil Thermal Resistivity 1 Km/W

6

Energy

Simulation

Years of simulation – 30 years

Horizon

PVGIS5

Albedo

16.9%; Source: MODIS BSA

Losses

Yearly Degradation – 0.42 %; Module Quality – 0.8%; LID – 1%; Mismatch – 1%; Soiling Losses (front face) – 2%; Soiling Losses (back face) – 1%; Constant Heat Transfer Coefficient – 29 W/m2/K; Plant Auxiliary Loss – 260 kW; PV Plant Availability – 99.5 %, IAM Loss Model – Manufacturer IAM Profile

7

Other

Power factor asm.

The AC system was designed to meet a power factor requirement at the substation output. This section presents a comprehensive analysis of the solar energy potential at the Kosuriq site, drawing on high-resolution, long-term satellite-derived datasets, typical meteorological year (TMY) climate models, topographical shading effects, and surface reflectance data. The key objective is to quantify the available solar irradiance, understand the temporal and spatial variation of this resource, and evaluate environmental factors influencing PV system performance.

PVGIS data source

PVGIS has been in continuous development for more than 10 years at the European Commission Joint Research Centre. The focus of PVGIS is solar resource assessment research, photovoltaic (PV) performance studies, and the dissemination of knowledge and data about solar radiation and PV performance. The latest version of PVGIS (PVGIS 5.2) has extended the capabilities of the system and improved the coverage of the meteorological database. PVGIS 5.2 uses PVGIS-SARAH-2, PVGIS-NSRDB and PVGIS-ERA5 databases.

The main features of the PVGIS 5.2 database are:

Source: satellite.

Spatial coverage: Worldwide.

Time period: at least ten years starting in 2005 or 2006 depending on the region.

Spatial resolution: site dependent, with an average value of 4 km x 4 km.

Temporal resolution: hourly.

Uncertainty: site dependent, ±3% to ±10% on average.

Kosovo Photovoltaic Potential. This tool enables comprehensive analysis of system configuration, energy yield, and technical performance based on site-specific parameters and industry-standard methodologies.

The methodology for estimating the annual energy yield presented in this section is based on the official RatedPower methodology

The objective of this methodology is to compute the annual energy injected into the grid by the utility-scale solar PV plant in Kosuriq. This process involves two key steps:

Assessment of solar resource at the site.

Estimation of the energy yield from a hypothetical PV plant at that location.

To accurately estimate the plant’s energy production, the following calculations are made:

Calculation of the position of the sun for any given date.

Evaluation of the portion of the available irradiance which can be converted to electrical energy. This involves the transposition of the irradiance to the tilted plane and the evaluation of the effect of shadows. Effects of partial shadings on the photovoltaic module arrays.

Photovoltaic conversion and produced energy by a single photovoltaic module of the plant. The PV modules must be modeled accurately, which involves the PV module physical and electrical characteristics, and the module operating temperature must be calculated according to the meteorological conditions.

Electrical losses from the PV modules to the electrical inverter (DC losses).

Electrical inverter conversion performance and power output.

Electrical losses in the AC side of the plant (cables and transformers).

The output of the simulation is an hourly energy production profile for the entire year. From this profile, annual energy yield figures and losses attributable to each system component can be derived.

The system comprises a total of 186,186 bifacial PV modules, each with a nominal power rating of 580 W. The PV modules are mounted in a two-in-portrait (2P) configuration on fixed-tilt structures with a tilt angle of 25.0° and an azimuth orientation of 0°. Power conversion is achieved using 36 three-phase central inverters, each with an apparent power rating of 3,000 kVA, strategically distributed across the site to optimize energy collection and minimize electrical losses.

Based on the simulation results, the annual energy production of the PV plant is estimated at approximately 162,824 MWh per year. This corresponds to a specific yield of 1,509.3 kWh/kWp/year, indicating the amount of energy generated per unit of installed DC capacity.

The system also achieves a performance ratio (PR) of 85.7%, which reflects the efficiency of the plant in converting available solar irradiation into usable AC electricity, accounting for system losses and environmental factors.

A summary of the simulation results including key design parameters and performance indicators is presented in the table and figure below.

<img decoding="async" width="2129" height="1257" fetchpriority="low" These uncertainties are quantified using the standard deviation (σ), which reflects expected annual variability. The analysis assumes a normal distribution of annual production, with the first-year yield (162.82 GWh) as the mean. The results are shown in Table 10.

Probability

Energy Yield [GWh]

P50

162.8

P75

160.6

P90

158.7

P95

157.5

P99

155.2

Probabilistic yield estimation

</details>

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
Project Timeline

</details>

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
Conclusions & Investment Recommendation

Solar Park Kosuriq represents a credible financing opportunity for lenders and investors seeking exposure to utility-scale renewable generation in Kosovo, supported by a project that has reached an advanced stage of development and permitting.

The investment case benefits from secured land rights, an obtained Construction Permit, completed principal technical design, environmental consent, and a signed Grid Connection Agreement, which together materially reduce early-stage development risk. The project’s technical fundamentals are robust, with a capacity of 99 MWAC, expected first-year net generation of approximately 162.8 GWh, and a strong performance ratio supported by sound solar resource conditions and a developed engineering basis.

Financially, the base case indicates attractive returns and acceptable credit metrics under conservative merchant assumptions, including a project IRR after tax of 16.51%, equity IRR of 21.95%, positive NPV, and minimum and average debt service cover ratios that remain within a potentially financeable range.

From a lender’s perspective, the key strengths of the project are its advanced readiness, tangible permitting progress, defined grid access pathway, and clear strategic rationale for future hybridization, which can strengthen revenue resilience over time. The principal residual risks remain merchant price exposure, midday price cannibalization, imbalance costs prior to BESS integration, and execution dependencies associated with transmission infrastructure, expropriation, and the evolving legal framework for storage and flexibility services. The financing case would be further strengthened by preserving near-term optionality for BESS integration, which can improve dispatchability, reduce imbalance exposure, and enhance downside protection against merchant market volatility.

Nevertheless, these risks appear identifiable, ring-fencable, and capable of mitigation through contractual structuring, disciplined execution, and prudent financing conditions.

Investment recommendation: proceed to the next stage of financing and project execution, with the project considered suitable for advancement toward financial close subject to lender conditions precedent.

</details>

Berkovë Solar Park

Berkovë Solar Park is located in Berkovë cadastral zone, Municipality of Klinë.
